Video Transcript: Welcome Message

About the Program

The iCanConnect California program helps eligible Californians who are deafblind obtain communications equipment, individualized training, and ongoing support to improve communication with family, employment, education, healthcare, and community life. The program is administered by Communication Service for the Deaf, Inc. (CSD) in close collaboration with iBraille, LLC. Together, the organizations work to provide timely, consumer- centered services throughout California. Through its extensive local expertise and longstanding community relationships, iBraille serves as CSD’s primary implementation partner, providing individualized needs assessments, equipment installation, training, and outreach under CSD’s guidance.

Apply for Equipment

Applying for equipment should be simple. Consumers may complete an accessible online application, download an accessible application to complete independently or with assistance from a family member, friend, interpreter, rehabilitation professional, or another trusted individual, or contact the program for individualized assistance. The goal is to accommodate different levels of technology experience while ensuring every eligible consumer has an accessible path into the program.

Know Your Rights

CSD and iBraille are committed to ensuring that every eligible Californian has an equal opportunity to benefit from the program. Learn about your rights as an applicant or participant, including individualized services, accessible communications, complaint procedures, appeals, and FCC-required whistleblower protections. This page explains rights and responsibilities in clear, plain language while promoting transparency and accountability.

Innovation strengthens California's NDBEDP. We welcome manufacturers, researchers, universities, technology companies, community organizations, government agencies, independent professionals, and consumers with ideas that improve communications access or enhance program operations.
